Degree earned in a non-EU country
(even if recognised in an EU country)

To obtain authorisation for professional practise in Italy, citizens holding professional degrees earned in a non-EU country must submit an application for the recognition of the degree (directly or ).
Even if the degree has already been recognised in another EU country, the procedures established for non-EC degrees are applied, while taking into consideration any supplemental training and professional activity acquired by the interested party in the EC country.
The applications are prepared using:

  • Form D, submitting the documents provided for under Attachment D, to obtain recognition of a degree qualifying for the practice of a healthcare profession.
  • Form E, submitting the documents provided for under Attachment E, to obtain recognition of a professional degree complementary to a degree qualifying for the practice of a healthcare profession.
  • Form F, submitting the documents provided for under Attachment F, only for Italian and EC citizens who apply for recognition of degrees qualifying for the practise of the auxiliary occupation of ottico, odontotecnico, or other auxiliary occupation for which the licentiateship degree is not required (Law no. 752 of 8 November 1984).

Degrees qualifying for the practise of a healthcare profession

N.B. Some regions (Calabria, Lazio, Umbria, Campania, Liguria, Veneto, Emilia Romagna, Lombardia, and Valle d'Aosta) and the autonomous provinces of Trent and Bolzano independently examine the applications for recognition of the degrees of infermiere and tecnico sanitario di radiologia medica earned in non-EC countries.
Therefore, those wishing to work in those regions must send applications, using and submitting the documents provided for under , agli competenti



Professional degrees complementary to a degree qualifying for the practise of a healthcare profession


Auxiliary occupation of ottico, odontotecnico, or other auxiliary occupation for which the licentiateship degree is not required
(only for Italian and EC citizens)


The documents, delivered by the interested party in the original, may be withdrawn only after having forwarded a specific request to the administration by sending the to one of the following fax numbers: +39 06 5994 2419/ 2997. For medici, odontoiatri, veterinari, farmacisti, this is the fax  number: +39 06 5994 2536.

For medici and odontoiatri:
Offices are open on Monday and Wednsday
from 9:00 AM to 1.00 PM

For veterinari and farmacisti:
Offices are open on Wednsday
from 9:00 AM to 1:00 PM

For other health professionals:
Offices are open on Wednsday
from 9:00 AM to 12:00 AM
and on Monday, first week of every month
