The European Professional Card - EPC is an electronic procedure you can use to have your professional qualification recognised in another EU country.
This electronic procedure is new if compared to traditional recognition procedures: you can keep track of your application online and you do not need to upload the same documents again if you want to apply in another EU country.
From 18th January 2016 it is possible to apply for the EPC for the following professions:
- nurse
- physiotherapist
- pharmacist
All documentation must be provided with a translation into Italian; the translation can be simple or certified (produced by a third translator accredited by an EU Member State).

According to the executive decision of the Italian Income Revenue Authority (Agenzia delle Entrate – decision AGE-AGEDC001, Official Registry 0111398.-14-07-2016-U), a stamp duty of 16,00€ is to be paid, as provided by D.P.R. no. 642/1972, if you are applying for an EPC, on the basis of Regulation no. 2015/983 of the European Commission, through the IMI (Internal Market Information) system and through YourEurope web portal, both managed by the European Commission.
We thereby inform you of the following.
The above stamp duty will be paid by professionals who comply with the provisions set by Directive 2005/36/EC and who wish to apply for the EPC in order to pursue one of the following professions in another Member State:
- pharmacist, nurse or physiotherapist.
The stamp duty will be paid by bank transfer to the heading:
Bilancio dello Stato Capo VIII, Capitolo 1205, art. 1,
and the following information will be provided:
- Italian tax code or, for those who do not reside in Italy and do not have a tax code, their personal identification data (name, surname, date and place of birth);
- BIC: BITAITRRENT- IBAN: IT 07Y 01000 03245 348 008 1205 01;
- Reason for payment: “IMPOSTA DI BOLLO”
Stamp duty – how much does it cost?
The total amount of the stamp duty will be calculated as follows:
- those who are applying for the EPC because they wish to pursue their profession permanently in another Member State will pay a stamp duty of € 16,00 following the above described payment procedure;
- those who are applying for the EPC because they wish to pursue their profession temporarily and occasionally in another Member State will pay the stamp duty following the guidelines provided hereby:
- if the EPC is issued by the host country after a preliminary assessment, a stamp duty of €16,00 will be paid, according to the above described payment procedure;
- if the host country does not carry out any preliminary assessments and the EPC is issued by the Italian Ministry of Health, a stamp duty of €32,00 will be paid, according to the above described payment procedure.
