 Non-EU citizens, whose qualification as medical doctor was obtained in a non-EU country, and who wish to take part in training and/or updating initiatives implying the pursuance of clinical activities in highly specialised hospitals, university hospitals and Scientific Institutes for Hospitalization and Care (IRCCS), notwithstanding the rules concerning foreign qualifications, will apply to the Italian Ministry of Health for the issuance of a temporary authorisation as provided by art. 39-ter of the Legislative Decree dated 25 July 1998, no. 286.

Both application and related documents will be sent to this Ministry exclusively via the highly specialised hospitals, university hospitals and Scientific Institutes for Hospitalization and Care (IRCCS) organizing the training and/or updating initiative.

The Italian Ministry of Health, after assessing the thoroughness and regularity of the documentation transmitted by the highly specialised hospital, the university hospital and the Scientific Institutes for Hospitalization and Care (IRCCS), adopts a temporary authorisation decree, according to article 39-ter of the Legislative Decree dated 25 July 1998, no. 286.

This decree authorises the person concerned to carry out activities in the health field for no more than two years, exclusively within the scope of the training and/or updating initiative for which the decree was issued, and exclusively in the highly specialised hospital, the university hospital and the Scientific Institutes for Hospitalization and Care (IRCCS) under whose responsibility the training and/or updating initiative was organised.
