Covid-19, the new Ministerial Decree (Dpcm) by the Government

On March 2, 2021, upon the proposal of Health Minister Roberto Speranza, Prime Minister Mario Draghi signed the new Dpcm containing measures to combat and contain the Sars-CoV-2 virus emergency.

The Decree comes into force on March 6, 2021 and remains in force until April 6, 2021.

The new measures confirm several urgent provisions for the containment of contagion throughout the national territory already in force and introduces new ones.

Below, a summary of the main measures confirmed, and new ones introduced.

  • the classification of Italy into white, yellow, orange, and red areas, according to risk levels, is confirmed
  • the obligation to wear face masks, even outdoors, is confirmed
  • the obligation to keep an interpersonal distance of at least 1 metre is confirmed
  • the curfew from 10 p.m. to 5 a.m. is confirmed
  • the ban on travelling between regions is confirmed until  March 27. Returning to one's residence, domicile or home is still allowed, as well as travel motivated by work requirements, health reasons or immediate necessities.


  • In yellow areas the possibility of opening museums on weekdays is confirmed, ensuring a controlled influx of people, and allowing visitors to respect the interpersonal distance of at least one metre. Starting on March 27, museums located in yellow areas will also be able to open on Saturdays and public holidays, provided that visitors book their tickets online or by telephone, at least one day in advance.
  • In orange and red areas, exhibitions and services open to the public in museums and other cultural institutes and facilities are suspended. Performances open to the public in theatres, concert halls, cinemas, live clubs and other premises or spaces, including open-air spaces, are suspended.

Theatres and cinemas

  • Theatres and cinemas located in yellow areas will be able to reopen from  March 27, with pre-assigned seats, in compliance with the rules on interpersonal distance for both staff and non-resident audience. The capacity of the facility may not exceed 25% of the maximum capacity, up to 400 people outdoors and 200 indoors per theatre.
  • In orange and red areas, performances open to the public in theatres, concert halls, cinemas, live clubs and other venues or spaces, including outdoor venues, are suspended.

Gyms, swimming pools, ski resorts, wellness and spa centres remain closed.

Catering activities

  • In yellow areas the activities of bars, pubs, restaurants, ice-cream parlours and pastry shops are allowed from 5 a.m. until 6 p.m.
  • In orange and red areas catering activities are suspended. Take-away (without consumption on the premises) and home delivery are allowed for catering activities until 10 p.m.
  • In all areas take-away service is prohibited for the activities of bars/cafés (ATECO code 56.3) after 6 p.m., as well as for other commercial activities of the same type.

Commercial activities

  • In yellow and orange areas, retail activities may continue upon condition that, in addition to the interpersonal distance of at least one metre, a staggered entrance system for the public is ensured. On public holidays and pre-holidays, the commercial activities inside markets and shopping centres, shopping malls, commercial parks and other similar structures are closed, except for pharmacies, parapharmacies, sanitary facilities, laundries and dry cleaners, food, agricultural and floricultural product sales points, tobacconists, newsagents, and bookshops.
  • In red areas, retail activities are suspended, except for the sale of foodstuffs and necessities identified in Annex 23 of the Ministerial Decree. Markets are closed.

Swimming pools and gyms remain closed and contact sports are still forbidden. Individual outdoor physical activity is allowed.

Travel to and from abroad 

  • The number of countries affected by the so-called "COVID tested" flights is growing.
  • People who have been in Brazil in the previous 14 days are allowed to enter Italy to reach their domicile, home, or residence of their minor children.
