Eligibility for the First Aid Pass
Foreign pilgrims coming to Italy for the extraordinary event of the Jubilee can pay a contribution - prior to their arrival in Italy - in order to be entitled to hospital emergency healthcare free of charge.
Paying the contribution, pilgrims will be entitled to emergency healthcare in Italian National Health Service hospitals (both public and accredited private) free of charge. In case of non-payment of the contribution, pilgrims will be liable for the full fees applying in the Region where the hospital is, and may claim afterwards for reimbursement from their health insurance provider.
Pilgrims registered with the National Health Service of some countries do not have to pay the contribution.
Important: the payment of the contribution does not replace any legally required health insurance policy.
1. Who can apply for the First Aid Pass?
Pilgrims registered with the National Health Service of the following countries (table 1) can apply for the First Aid Pass:

Pilgrims registered with the National Health Service of countries with a reciprocal healthcare agreement with Italy (Argentina, Australia, Bosnia Herzegovina, Brazil, Cape Verde, FYROM, Montenegro, Monaco, San Marino, Serbia, Tunisia), if they do not fall under the categories covered by the agreement (table 3), can apply for the First Aid Pass.
2. Who does not need to apply for the First Aid Pass?
Pilgrims registered with the National Health Service of EU countries, EFTA countries or French Overseas Departments (tabel 2) does not need to apply for the First Aid Pass.

Pilgrims registered with the National Health Service of an EU country, an EFTA country or a French Oversea Department will have to bring with them the EHIC (European Health Insurance Card) issued by their country or the provisional replacement certificate. Presenting the EHIC to the doctor or the hospital of the Italian National Health Service (public/private accredited), pilgrims will be entitled to all necessary healthcare - even if not urgent – free of charge, except for possible co-pay fees that are not reimbursable.
Important: pilgrims not presenting the EHIC will be liable for the full fee for any healthcare received and may claim for reimbursement from their health insurance provider upon return to their country.
Pilgrims registered with the National Health Service of countries with a reciprocal healthcare agreement with Italy (Argentina, Australia, Bosnia Herzegovina, Brazil, Cape Verde, FYROM, Montenegro, Monaco, San Marino, Serbia, Tunisia), if they fall under the categories covered by the agreement, will have to bring with them the form specified in the table 3. Presenting it to the doctor or the hospital of the Italian National Health Service (public/private accredited), they will be entitled to emergency healthcare free of charge, except for possible co-pay fees that are not reimbursable.
Important: pilgrims from these countries but not falling under the categories covered by the agreement (table 3) can apply for the First Aid Pass.
