The States and territories with low epidemiological risk will be identified, among those in List C, by the Ordinance adopted pursuant to article 6, paragraph 2.

There are certain restrictions on entry into Italy in the case of transit or residence in List C countries during the 14 days prior to entry into Italy.
There is not the obligation of fiduciary isolation, neither the obligation to undergo molecular or antigenic testing upon entry into the Italian national territory, unless in the 14 days prior to entry into Italy one has transited or stayed in countries of List D and List E. The obligation to complete a self-declaration form remains.

In accordance with Italian regulations, travel to/from these countries is permitted without the need for any certification of motivations for travelling.
As of April 7, Austria, Israel and the United Kingdom of Great Britain and Northern Ireland are also included in List C.
The Ordinance of the Minister of Health of April 2, 2021 extends the restrictions imposed by the Ordinance of March 30, 2021 until April 30, 2021, for all travellers who have stayed or transited in the fourteen days prior to entering Italy in one or more of the States and territories listed in List C of Annex 20.

These provisions, with the exception of the swab test upon entry into Italy described in the first item, do not apply in the cases provided for in Article 51, paragraph 7, of the Decree-Dpcm of March 2, 2021, which can be consulted in the Exemptions section.
As of April 7, exclusively for returns from the Austrian Region of Tyrol, the fiduciary isolation is intended for a period of 14 days.

There are limitations in case of transit or stay in List D and/or List E countries during the 14 days prior to entry into Italy.
Exemptions
There are exemptions to the quarantine requirement and to the requirement to undergo a molecular or antigenic testing. Exemptions are listed in the section: Exemptions.

Australia, Japan, New Zealand, Republic of Korea, Rwanda, Singapore, Thailand as well as additional states and other territories with low epidemiological risk, which will be identified, among those in List E, with an order adopted pursuant to article 6, subparagraph 2.
Under Italian law, travel to and from these countries is permitted without the need for a reason (subject to the limitations set out in Italy at regional level). The removal of restrictions on travel from Italy to certain countries does not exclude that these countries may still impose limits on entry.
Upon return to Italy, if you have stayed in/transited through these countries during the previous 14 days, you must undergo a 14-day fiduciary isolation and health surveillance, fill in a self-declaration form, and you can only reach your final destination in Italy by private means of transport.

Specific rules have been adopted for some countries.
The Ordinance of February 13, 2021 provides for a ban on entry into Italy, for all those who come from Brazil or who have stayed/transited there in the 14 days preceding entry into Italy. These provisions have been extended until April 30, 2021. See dedicated sessions:

Travel to/from the rest of the world is only allowed for specific reasons, such as:
Travelling for tourism is therefore not permitted.
The re-entry/entry into Italy, in case of stay/transit in the previous 14 days from this group of countries, is always allowed to Italian/EU/Schengen citizens and their family members, as well as to holders of long-term resident status and their family members (Directive 2004/38/EC).
The decree DPCM of January 14, 2021 also confirms the possibility of entry into Italy, from List E countries, for persons who have a proven and stable emotional relationship (even if not cohabiting) with Italian/EU/Schengen citizens or natural persons who are legally resident in Italy (long-term residents), who need to reach their partner's home/domicile/residence (in Italy).
When entering/returning to Italy from these countries, it is necessary to fill in a self-declaration indicating the reason for entry/return. You may only reach your final destination in Italy by private means of transport.
It is also necessary to undergo fiduciary isolation and health surveillance for 14 days.

Travellers who have stayed in or transited through Brazil during the previous fourteen days are banned from entering and transiting in the Italian national territory.
Entry into and transit through Brazil are permitted, on condition that no Covid-19 symptoms occur, only to the following categories

Entry with self-declaration, without authorisation from the Ministry of Health
To whoms enters Italy from the countries listed C, D and E.
Provided that no symptoms of COVID-19 occur and subject to self-declaration and submission of a negative molecular or antigenic test result (if applicable) and the notification of their entry into the country from abroad to the competent health authority (ASL), the provisions concerning the obligation of fiduciary isolation and health surveillance, the use of private transport to reach the final destination and the obligation to take a swab do NOT apply to:
For the above-mentioned categories, the reasons for the derogation are proved by the self-declaration itself, which must be shown to any person responsible for verifying the truthfulness of the written declarations.
Exemptions for entries for national sporting competitions

The reference organisations for this exemption are CONI and CIP (Article 18(1)). Participants are required to comply with the protocols issued by their national sports federations, associated sports disciplines, and sports promotion bodies.

Procedure for requesting an exemption issued by the Ministry of Health
Upon request of the Traveller/Entity/Organising Company that requires an exemption from the quarantine requirement issued by the Ministry of Health, Office 3 of the General Directorate of Health Prevention (USMAF-SASN Coordination) will examine the request and possibly convey the guidelines that the international traveller must follow in order to be exempt from the above measures.

This exemption applies exclusively to travellers who are allowed to enter Italy in accordance with current legislation.
What are "Covid-tested" flights?
Covid-tested flights are flights that have been authorised by the Ministry of Health by means of a special ordinance.
Requirements
Passengers on "Covid-tested" flights are required to:
Passengers on these flights, following the above-mentioned protocol, are authorised to enter and transit into the Italian national territory, without having to comply with the obligations of health surveillance and fiduciary isolation.
Failure to comply with only one of the above-mentioned requirements will result in the lapse of the exemption from the obligations of health surveillance and fiduciary isolation.
Authorised Flight Routes
After an initial experimental phase the Prime Minister's Decree of March 2, 2021, art. 54 paragraph 3, allowed the extension of the flights subject to "Covid-tested" experimentation.
Therefore, as of today, it is possible for airlines to operate "Covid-tested" flights on the following routes:
The trial of the "Covid-tested" flights identified by the two Ordinances of November 23, 2020 and March 9, 2021 has been extended until June 30, 2021, unless further extensions are granted.

Entry into Italy from the United States (E-listed country) is only allowed for specific categories of passengers, pursuant to art. 49, paragraph 1 of the Ministerial Decree of March 2.
In the event of denied boarding on a "Covid-tested" flight, due to a positive result to COVID-19, the air carrier will refund the ticket or issue a voucher of equal amount at the passenger's request, within fourteen days from the date of withdrawal. The ticket will be valid for eighteen months from issue.
How to fill out the Passenger Locator Form - dPLF
As of March 23, 2021, all passengers wishing to enter Italy via "Covid-tested" flights will be required to complete the PLF, prior to entering the country, following the instructions below:
Once the form has been sent, the passenger will receive at the e-mail address provided during registration, the dPLF in pdf and QRcode format that he/she will have to show directly from his/her smartphone during boarding. Alternatively, the passenger can print a copy of the dPLF to show at boarding.
The dPLF must be sent before boarding. However, the field relating to the seat number assigned on the flight can always be modified.
Only one dPLF needs to be completed per household.

What is the Passenger Locator Form (PLF)?
The Passenger Locator Form (also known as the Passenger Locator Card) is a form used to collect information on the travel itinerary to allow the relevant Health Authority to promptly contact the passenger if he or she is exposed to a contagious diffusive disease during air travel.
The PLF is an important public health tool useful for contact tracing on board of all means of transport that follow international routes and allows for the rapid implementation of the health measures necessary to protect the individual and the community.
